What is an ECM Permit (Engineering Completion Milestone)?

An ECM permit is a stage-specific approval issued by Dubai Municipality at defined construction milestones. Rather than a single final inspection, DM requires ECM sign-off at each critical phase of construction — typically:

ECM 1 — Foundation & substructure completion

ECM 2 — Structural frame completion

ECM 3 — MEP rough-in and waterproofing

ECM 4 — External cladding and façade

ECM 5 — Final fit-out and completion certificate

Failing to obtain ECM approval before proceeding to the next phase is a violation and can result in a stop-work order and mandatory demolition of non-compliant works. DM inspectors conduct physical site inspections before signing off each ECM.
