What is an RTA Right of Way (ROW) Permit?

An RTA Right of Way permit — commonly called an RTA ROW permit — is a mandatory authority approval issued by Dubai's Roads and Transport Authority (RTA) for diversion works carried out within the RTA road reserve. The road reserve (Right of Way) covers all public roads, highways, service corridors, and footpaths under RTA jurisdiction across Dubai. These are diversion permits, not excavation permits — works involving excavation are handled separately as a Construction NOC application.

No contractor or developer can block pavements or parking, divert traffic, or install temporary signage within the RTA road reserve without a valid, site-specific RTA ROW permit. This requirement applies to Sheikh Zayed Road, Al Khail Road, Emirates Road, and all district roads in Dubai.

RTA permits are managed through the ROWPS portal (Right of Way Permit System), the RTA's online application platform. All submissions, document uploads, and permit downloads are handled through this system.

Types of RTA Permits in Dubai

Utilize Part of Right of Way

For works blocking a section of pavement or parking within the RTA road reserve. The most common and fastest RTA file, with an approx. 2 to 3 working day turnaround.

Minor Road Diversion

For diversion works on a service road. Same core submission as the utilize permit — diversion layout, signage, method statement, risk assessment, and scope note.

Major Road Diversion

For diversion works on a main road. Same required documents, with stronger staging clarity and traffic-control detail given the larger impact.
